According to newspaper Pravda Severa, the new local bodies are not to be political entities and the youth deputies will not represent political parties. The representatives in the assembly should be no older than 30 years of age.
A youth parliament already exist on Arkhangelsk regional level and the new local bodies are believed to be an important source for recruitment of new regional youth representatives.
