Russia reforms environmental legislation

Greener Russia?

Minister of Natural Resources Yuri Trutnev admits that Russian environmental legislation is insufficient and that it opens up for subjectivity. He now says a new reform will harmonize green laws all over the country.

According to Finmarket.ru, the minister admits that the current legislation makes it possible for the respective inspectors to individually rule on pollution, environmental norms and quotas. In a meeting with PM Vladimir Putin on Saturday, Mr. Trutnev underlined that a major reform is underway. The bill, which is to be presented by the end of the year, will create a unified system of pollution fines. A part of the reform is a strengthening of federal environmental authorities, among them the Ministry of Natural Resources and its subordinated federal control bodies. Minister Trutnev in the meeting with Putin stressed that the environmental fines will be used to stimulate modernization of production, reduced energy consumption and the installation of green technology.
