“I am quite optimistic that the European Commission will have a mandate to negotiate the treaty before the next EU-Russia summit meeting,” Verheugen said at a briefing in Moscow, the Moscow Times reports. The two-day EU-Russia summit will start on June 26 in the west Siberian city of Khanty-Mansiisk. Verheugen does not think opposition from Lithuania will hamper the plans.
