Troublesome relations between regional and local authorities in Arkhangelsk have long strained the political situation in the city. The situation remains unstable, as the political opposition continues to claim that the results in this year’s city mayor’s elections were manipulated by the city election commission. After a recount of votes, Viktor Pavlenko, the candidate heavily supported by Governor Mikhalchuk, was declared election winner. The results are however disputed by election loser Larisa Bazanova and the political opposition.
