Russia has an advantage over the EU by being able to speak with one voice, EU Commission chief negotiator on a new strategic partnership treaty between the Union and Russia says.

In an interview with Euractiv.com, Eneko Landaburu says relations with Moscow are “still marked by lack of confidence” and that attitudes are “somewhat tough”, sometimes on the side of the EU or its member states but also in Russia. Asked if equality is possible in a situation in which Moscow speaks with one voice while the Union speaks with 27, Landaburu answered: “From this point of view, [the Russians] have an advantage, beyond any doubt, the news site reports. Heads of states from the EU and Russia today discuss joint challenges in this year’s annual summit taking place in Khanti-Mansiisk in Siberia. A new partnership agreement between the parts is on top of the agenda.
