Sysoyev was elected by the council members with a total of 22 votes. The contender Aleksey Lyzhenkov got only one vote, MBnews.ru reports.
The new city leader is a well-established businessman and has served several years in the local city council.
According to RIA Novosti, Lyzhenkov - the man who has served as acting city leader the last months - just ahead of the vote requested that his candidacy was withdrawn.
-We need new perspectives for this work, we need to find new forms and new approaches and this works out good with Andrey Sysoyev, Lyzhenkov is reported to have said. He still denies that he was forced by others to pull out of the vote.
A decision on the introduction of a city manager’s system in Murmansk was taken after the controversial dismissal of former mayor Sergei Subbotin earlier this year. Subbotin was an ally of former Governor Yuri Yevdokimov, the regional leader who was forced to resign in 2009.
The city manager’s system is currently being introduced in municipalities all over Russia. It is based on the local municipal councils’ election of an administrative leader among its members.
