The index which has been made by the Russian Institute of Regional Information puts Murmansk Oblast as number 14, Arkhangelsk Oblast as number 42, the Republic of Karelia as number 55, the Nenets Autonomous Okrug as number 57 and the Komi Republic as number 67.
Only Murmansk Oblast is above the Russian average in the study, which covers the period 2003-2009.
The index is based on studies of people’s incomes, migration, number of child deaths, the labor market situation, public security, the development of the service sector, housing standards and life expectancy.
