Mr. Yevdokomov says he is positively surprised about the quick government approval of the project, which is expected to have a price tag of about 300 billion RUB.
-This decree has been under preparation for a long time […] but I honestly did not expect that it could be signed this quickly, the governor told Regnum.
He also says that the decree clarifies key financial perspectives in the project, indicating that the port development will be made primarily with federal money.
The project is included in the federal programme on “Development of Transport Systems in the period 2010-2015, with financial obligations from the state, the region and private interests.
Mr. Yevdokimov admits however that it remains a key question how the state is going to cover its share of the project.
As BarentsObserver reported last week, the Murmansk port will become a northern Russian hub for container shipping, oil reloading and coal and fertilizers terminals, and will be integrated in the International North-South Transport Corridor. The project includes both development of industrial facilities and infrastructure.
The decree entitles involved federal bodies to buy or expropriate land plots on the western side of the Kola Bay, the area where the main parts of the project are to unfold.
