The agreement was signed in June 2007, but was ratified by the Russian side only this summer.

The agreement widens significantly the categories of persons who fall under visa simplification procedure.These are members of official delegations, entrepreneurs, journalists, scientists, artists, educators, exchange students, participants of international sports activities, persons involved in exchange programmes between sister-cities, next of kin to people living in Norway, drivers and others.
Awaiting Russian ratification, Norway earlier this year unilaterally introduced a set of changes in order to simplify visa procedure. Now, under agreement new rules will be effective on a parity basis which means a considerable simplification of visa procedure for the Norwegians as well.
